About the Ministry

​By virtue of the Amiri Decree No. 57 of 2021, the Ministry of Labour (MOL) was established, stemming from the State’s belief in the pivotal role of the Labour Sector as one of the key vital sectors contributing to the steady development Qatar is experiencing. Owing to such fact, this necessitated the presence of a government authority that should be competent to organise the Labour Affairs and implement Labour-regulating laws and decisions, as well as fully complying with the International Agreements in the field.

The Ministry aims at advancing the Labour Sector by providing a healthy and safe work environment for the national and foreign manpower in the Private Sector, enhancing production efficiency, ensuring that Labour Law is fully enforced and expanding the participation of the National Workforce in the Private Sector.
The Ministry of Labour is entrusted with a set of competencies, among which is to devise and implement policies, recruit expatriate labour and supervise fair employability.

The Ministry is also working to achieve a healthy and safe work environment that is governed by ​law through reducing labour disputes and strikes, protecting the rights of both employers and workers, ensuring the implementation of O​ccupational Safety and Health procedures and supervising establishments and facilities to set the seal on their compliance with the provisions of the Labour Law.

Functions of the Ministry:

The Functions of the Ministry include​:
  1. Propose and implement general policies, regulations and systems for labour, including job nationalization (Tawteen), recruitment, and follow up on their implementation after ratification​
  2. Supervise and adhere to the implementation of the Labour Law.
  3. Train and develop the National Workforce in the Private Sector, and rehabilitate those who occupy jobs that do not match their educational qualifications.
  4. Effect the National Workforce planning, as well as setting and implementing policies and schemes for employing the workforce in the Private Sector and developing their skills.
  5. Settle labour disputes.
  6. Issue work permits.
  7. Supervise the fair recruitment of expatriate workforce, issue Work Permits and identify-related violations in coordination with the competent authorities.
  8. Monitor and follow up the procedures of Occupational Safety and Health.​
  9. Inspect companies and establishments to ensure the application of the provisions of the Labour Law.
  10. Support and care for workers and protect their rights.
  11. Ensure the provision of a healthy and safe work environment.​
